An important update:

IRCC resume processing for online application starting July 1, 2020 including visitor visa, study permit, work permit and permanent residence application, to the extent possible. Paper applications will not be processed until further notice.

The processing is not related to travel restriction , so having your application processed and decision made, doesn’t mean you can fly to Canada.
